La importancia de los linderos. Envejecimiento “Viviendas y ciudades” que presenta y modera cada tarde Juan Bosco con el objetivo de difundir temas de actualidad. Es un formato que prima la información escabrosa y la noticia sorprendente sin que se pueda llegar a profundizar sobre los temas en cualquier caso.

Cuando se pregunta por las razones de que exista un elevado número de espacios abandonados en el centro y la periferia de las principales áreas metropolitanas y turísticas canarias, hay que considerar que no es una cuestión que se pueda explicar y despachar con unas pocas frases de queja. es lo que ha ocurrido en el corto debate que tuvo lugar en ese programa sobre la cuestión. La aparición en los últimos años de numerosos edificios abandonados y de espacios abiertos llenos de basura en el entorno más inmediato que nos circunda es la expresión visible más cercana del proceso de implosión que ha sufrido el sector inmobiliario en la última década. Lo que ha venido luego ha sido una catástrofe de considerables dimensiones, que ha sido consecuencia de la ausencia de controles y el no ejercicio de la autoridad por los responsables políticos y financieros. El estallido de ese recalentado sector económico, sufrido hace ya casi diez años, produjo en España un stock residencial vacío superior a las 800.000 unidades basados en créditos incobrables. Un volumen de productos inmobiliarios invendibles que ha acabado desembocando en la incapacidad general para su gestión. Hoy los servicios inmobiliarios de las entidades bancarias siguen contando con cuantiosísimas promociones en curso y cientos de miles de viviendas vacantes que no logran colocar en el mercado.

Y también innumerables estructuras edificadas en curso de transformación constructiva, urbanizaciones fantasma y solares vacantes fruto del derribo de pequeños edificios preexistentes existentes sobre los que no se actúa para mantener un mínimo decoro urbano. Likewise, profesionales, empresas constructoras y de servicios técnicos totalmente paralizados y sin perspectiva en un sector de la economía que llegó a representar más de un 15% de la economía de este país.

Entre la desidia de esos propietarios masivos que tienen dificultades para rentabilizar un patrimonio inservible, la litigiosidad subsiguiente entre los distintos participantes en el sector, los complejos y farragosos controles administrativos exigidos y la ausencia radical de alternativas de intervención pública razonables, se ha propiciado que hoy algunas ciudades insulares como Santa Cruz de Tenerife y Arrecife de Lanzarote, tengan algunas zonas que parezcan paisajes destruidos, incendiados y abandonados tras la batalla. Barrios enteros como El Toscal en la primera ciudad o la almendra central en la segunda, aparecen ocupados por numerosos edificios deteriorados, solares llenos de basura y estructuras semi arruinadas.

Es el resultado de un proceso masivo que ha afectado a más de 40.000 unidades del parque residencial existente en el archipiélago. Y que requiere de acciones que van más allá de las que puedan proponer operadores individuales, públicos o privados. Los Ayuntamientos, como instituciones más cercanas a los ciudadanos son las que están sufriendo la presión de una demanda creciente de acciones que corrijan este desastre urbanístico.

Es un problema sumamente complejo que no se puede resolver desde perspectivas simplistas. La solución a estas cuestiones tiene que venir de una intervención institucional proactiva y coordinada que hoy brilla por su ausencia. Es evidente que los propietarios individuales, y también los colectivos -como las sociedades de activos inmobiliarios bancarios-, tienen grandes dificultades para acometer las acciones que serían necesarias para eliminar la devastación que se observa en determinados lugares concretos.

Es preciso liderar institucionalmente y arbitrar recursos, a ser posible tanto desde el estado central como desde la administración autonómica, que puedan llevar a la constitución de entidades de gestión que procuren actuar sobre los numerosos sectores urbanos concretos afectados. Se trataría de analizar la situación y variada casuística de las piezas de suelo y edificios afectados en barrios enteros para tratar de lograr su transformación y reconversión hacia una regeneración urbanística que vaya más allá de la incapacidad actual de los instrumentos urbanísticos y las normas coercitivas y de control que se aplican desde los ayuntamientos como falsa solución.

Lamentablemente, no es un tema que ocupe hoy la agenda política de nuestros gobernantes. Mientras tanto seguimos viviendo diariamente en un paisaje urbano devastado y deshabitado, más propio para hacer películas de guerra o de ciencia ficción.

La visión del planeta que tienen los ciudadanos de los distintos países suele variar considerablemente.

¡Adiós 1.300 millones de personas, La importancia de los linderos. Envejecimiento. Ningún otro sitio tiene un nivel de importaciones y exportaciones superior a China lo que hace que otros poderes económicos como Estados Unidos, Japón o la Unión Europea sientan este poder como una amenaza creciente. Sus relaciones internacionales se han concentrado principalmente fuera de esas áreas y otras, estableciendo poderosos lazos de intercambio.

ITE and IEE reports of the building
